With the notification of Jammu and Kashmir Public Services Guarantee Rules, 2011, now the state people have a right to get their driving licence, ration card, building permission etc within 30 days. There are appeal provisions and penalties for officials violating the rules. I wont say its revolutionary but it will definitely make a difference.
