References from various field units as well as federations seeking clarification regarding acceptance or otherwise of certificates/ qualifications obtained from various Boards of School Education in India for the purpose of employment in railways have been under consideration of this Ministry.

Clarification has been received from nodal Ministry/Department of Government of India, viz, Department of Personnel & Training (DOP&T) and M/o Human Resource Development (MHRD) stating that COBSE (Council of Board of School Education in India), an Association of National State School Boards, is responsible for verifying genuineness/ recognition of School Education Boards in India. It grants membership to Boards/ Institutes that are set up by an Act of Parliament or State Legislature or an executive order of the Central/ State Governments and follow National Curriculum Framework. The certificates issued by its member Boards are equivalent to any other board across the country. Accordingly, the matter has been examined and it has been decided by the Board that zonal railways need not approach this Ministry seeking such clarification regarding acceptance or otherwise of certificates/ qualification obtained from various Boards of School Education in India and instead, refer to official website of COBSE i.e.  www.cgbse.org  which contain list of Boards of School Education which are Member Boards of COBSE. Thus certificates/ qualification obtained from all such institutions borne on the aforesaid list will be acceptable for the purpose of employment on the railways, from the date on which the said institution has been accorded membership by COBSE, if they were not recognized earlier by any competent authority. This date of acceptability of certificate may be obtained by approaching COBSE directly and a copy of clarification thus obtained may also be endorsed to this Ministry for information & record.

Instructions contained in letters under reference will continue to be valid.

Centre notifies IAS cadre posts for AP, Telangana

The allocation of all India cadre officers, including IAS, IPS and IFS, will be made to both the successor States of Andhra Pradesh and Telangana after the Centre and the Prime Minister approve the guidelines of the Pratyush Sinha Committee.

The Department of Personnel and Training, Government of India has notified the posts allocated to Andhra Pradesh and Telangana States post bifurcation.

The DoPT released the regulations called the Indian Administrative Service (Fixation of cadre Strength) Fifth Amendment Regulations for publication in the Official Gazette as per the provisions in Section 76 of the Andhra Pradesh Reorganisation Act, 2014.

While the total authorised strength before the notification was 376, the total authorised strength for Andhra Pradesh is 211 and of which posts to be filled by direct recruitment are 147.

For Telangana, the total strength of posts is 163 and the posts to be filled by direct recruitment are 114.

The Andhra Pradesh IAS cadres posts include 115 posts under the State Government and 89 posts for Telangana, including the cadre posts of Chief Secretary, Additional Chief Secretary, principal secretary, secretary, Collectors and District Magistrate, Joint Collectors, Project Officers (ITDA, DRDA, CEO, ZP), Joint Commissioner, Deputy Commissioner, Commercial Taxes, Chief Rationing Officer, Directors and Additional/Joint/Deputy Secretaries to Government.

The other posts include Central deputation posts, State deputation reserve, training reserve, Leave reserve and junior posts reserve and posts to be filled by promotion under rule 8 of the IAS (Recruitment) rules, 1954.

 In the reference 1st read above, Sri N.V.Ramana Reddy, 
Spl.Secretary to Government (Protocol), General Administration Department was nominated as Authentication Officer to Authenticate educational certificates and to attest other Certificates / Documents 
issued by Boards /Councils/Universities the Executive Authorities/ Courts in the State of Andhra Pradesh for use in Foreign Countries as presented by the individuals. 

2. In the reference 2nd read above, Sri W.Ganeshan, 
Addl.Secretary to Government (Genl.), General Administration Department, was nominated as alternative Authorized Officer to Authenticate educational certificates and to attest other Certificates / Documents presented by the individuals. 

3. In pursuance of the orders issued in the reference 3rd read above, orders have been issued in respect of certain employees of the cadre of State Secretariat, presently working in connection with affairs of the existing state of Andhra Pradesh, to serve provisionally on and from the 2nd day of June, 2014 in connection with affairs of the State of 
Telangana until further orders. The officers Sri N.V.Ramana Reddy, IRPS, Spl.Secretary to Govt.,(Protocol) and Sri W.Ganeshan, Addl.Secretary to Government (Genl.), Genl.Admn.Dept., were allotted to Andhra Pradesh 
State. 

4. In the reference 4th read above, Sri N.Shankar, has been 
posted as Joint Secretary to Govt.(Genl.), in General Administration Department. He has been admitted to duty as Jt.Secy.to Govt.,(Genl.), in General Administration Department with effect from 09.06.2014 FN., in the 
reference 5th read above. 

5. In the circumstances explained above, Sri N.Shankar, Joint Secretary to Govt.(Genl.), General Administration Department shall appointed as regular Authorized Officer to authenticate educational certificates and to attest other Certificates / Documents issued by Boards  /Councils/ Universities the Executive Authorities/ Courts in the State of Telangana for use in Foreign Countries as presented by the individuals.

Protect the interests of the Indian language speaking students

New Delhi, July 20: JD(U) chief Sharad Yadav today accused the UPSC of trying to “snip” the mother tongues of various regions by adopting an exam format which allegedly makes it difficult for Indian language speaking aspirants to enter civil services.

Addressing a press conference on the issue, Yadav said he would raise the issue in Parliament and accused the central government of not taking any action over the “insult” of Indian languages including Hindi, Tamil and Telugu.

“The way the future of Indian language students is being destroyed by the UPSC, it is like snipping our mother tongues. The UPSC is ensuring that the number of Indian language speaking students in the exam is coming down by each passing year,” he said.

Yadav said Prime Minister Narendra Modi and Home Minister Rajnath Singh have said they will communicate with the world in Hindi but “nothing is being done to protect the interests of these Indian language speaking students. You seek votes in Indian languages but don’t do anything for it.”

He alleged that the mindset of the UPSC members was that speaking English was necessary for running the country and “without English, there is no future of the country”.

Sharing his thoughts...


There is no other way with which I could and should start writing this post, except with extending my greatest surprise and happiness for the overwhelming wishes I am getting. Thank you one and all !

My name, Nikhil Pavan Kalyan, literally means (out of the possible meanings), Universal Auspiciousness. I thought it is something that cannot be achieved by one person sitting in his room (or at his office desk) and preparing for just an examination (Yes, it is just an exam). But , I now believe it is possible, this result has almost created such an atmosphere, there is no way otherwise such pure and heartfelt wishes could be sent across by almost everyone I know , and many whom I know only indirectly (and vice-versa). Even if I take only the reasoning of the Hindu scriptures, that parents define the universe of a person, I am definitely successful in enabling truly universal auspiciousness.

I was, for the most part of my last five years, very confident I would possibly be selected for the services, but throughout this period, there are few friends and relatives who beleived, as much as I do, and at times, more than I do, this will happen. All they say is, I knew you would make it or You made it, I said it long back ! This had been, and will continue to surprise and thrill me. What they don’t know is how much strength their belief(s) gave me. I cannot simply say thank you! And I need not mention who they are, they know it, as much as I do.

Specifically for the preparation, discussions, doubt clarifications and for providing the much needed support, there were even fewer friends and seniors who immensely helped in framing my opinions and showed me the way, whenever it is necessary. It was indeed a gift , to be alongside these people. My knowledge and my selection is an accumulated consciousness from all of them. I continue to learn from this small section, my ‘elite’.

Contrary to some news that I didn’t have any coaching at all, I did take, apart from mocks and test series, some set of coaching classes, though very short. I have thoroughly enjoyed the discussions with the fellow students and teachers, and their contribution, like that of any other teacher, is invisble , yet forms a part of the foundation of my basic preparation methods and set of principles, for life and otherwise. I respect all of these eminaries for their long drawn service to the students.

One set of people deserves equal levels of respect with all the above, my colleagues @ Adobe (the only name I am going to take, apart from my own). Everyday, I find one or the other (and more, often) enquiring about ‘where am I with my civils’, a next to family care I had. The biggest contributions of Adobe (viz, my immediate team and management) is to make myself good at time estimates , turning into time management , and the courage to ask questions (to any level) and to do mistakes, the same qualities needed even within an efficient IT team. I made terrible blunders initially, in trying parallel tracks for job and study, slowly finding the best possible mix . Thanks again to my management for bearing me through that period. To my conscience, I did justice to both my job and preparation, though there might have been scope for doing more. My likes n disklikes, hobbies and interests, all have the shade of Adobe in it. I am going to miss the definite luxury of IT and my favourite habits at Adobe, for the rest of my career.

There is no doubt, after seeing and hearing it on my own, that IAS is still the best possible career profile that is even more highly placed in our country. Yet, it finally boils down to clearing a set of question papers and an interview. While some see talent for an edge in this competetiveness, I see Planning and Passion.
While some see hardwork, patience and perseverance, I obtained change in personality and gained confidence through learning and sharing. While some see pride and prestige, I want love and friendship, and those who see me the same way like before, always. While some see inspiration, I share guidance with my learnings and take inspiration myself. While literally everyone else see a rank and achievement, I see peace, responsibility, providence and hope. I see my world.

After all the self-hype above, I would end with this quote from a telgu movie, and that’s exacly what is happening, and it’s my story. Till now.

Revised pattern and syllabus for Civil Services Examination soon ?

Following protests from Civil Services aspirants demanding scrapping of the CSAT test and the matter being raised in Parliament, the Centre on Tuesday asked the Union Public Service Commission (UPSC) to postpone the preliminary exam scheduled for next month till there was clarity on the examination pattern and syllabus.

Minister of state in the PMO Jitendra Singh said, “We are also urging  the UPSC and the committee that was constituted to look into the matter that the report be submitted at the earliest. They should also consider postponing the date of the preliminary examination.”

However, a press statement issued by the minister late on Tuesday said that the government was awaiting the report of a three-member committee set up under the chairmanship of Arvind Varma to look into the issue.

Singh, who had met the protesting students, said that the Department of Personnel and Training (DoPT) had advised the committee members of the urgency of the matter and to furnish the report without any delay.

“Regarding the other demands of the (protesting) students related to the pattern and the dates of the exam, Singh said that the government will take a view after receiving the opinion of the UPSC as well as that of the Committee,” the government statement added.

The issue generated enough heat as students protested outside the UPSC office here on Sunday alleging that the CSAT (Civil Services Aptitude Tests) was discriminatory against candidates opting for Hindi.

While raising a point during the question hour, senior BJP leader Murli Manohar Joshi said that civil servants who opted Hindi and cleared the exams had been reduced to two per cent, and that candidates opting for other languages were also dropping.
