Higher Education In India: Twelfth Five Year Plan (2012-2017)

India as one of the largest higher education systems in the world, with 25.9 million students enrolled in more than 45,000 degree and diploma institutions in the country. It has witnessed particularly high growth in the last decade, with enrollment of students increasing at a CAGR of 10.8% and institutions at a CAGR of 9%. The private sector has played an instrumental role in this growth, with private institutions now accounting for 64% of the total number of institutions and 59% of enrollment in the country, as compared to 43% and 33%, respectively, a decade ago. The Government has also given the required thrust to the sector in its Five Year Plans. During the Eleventh Plan period (2007–2012), India achieved a Gross Enrollment Ratio (GER) of 17.9%, up from 12.3% at the beginning of the Plan period. Various legislative actions were also taken during this period, including the introduction of the Higher Education and Research Bill, the Educational Tribunal Bill and the Foreign Educational Institutions Bill, to enhance transparency and quality in the sector. However, in spite of the significant progress made during the past few years, India's higher education sector is still plagued with several challenges, e.g., its relatively low GER, inequitable access to higher education by community, gender and geography, and lack of high-quality research and education institutions, resulting in sub-optimal outcomes. The Twelfth Plan recognizes these challenges and proposes several initiatives around six focus areas to address them. 

Expansion – augmenting capacity in existing institutions 

Equity - creating targeted schemes for backward and minority communities 

Excellence - building excellence through research and innovation, faculty development, and internationalization 

Governance - enhancing institutional autonomy and transparency 

Funding – increasing public and private funding and linking them to outcomes 

Implementation and monitoring – improving co-ordination across ministries and agencies The Twelfth Plan emphasizes on building "excellence" in India's higher education system. Several institutions are already pursuing this objective, albeit in a less holistic manner.

Time Management – Key to success

Time is precious and how we can better use our time, is something interesting to all of us. I take this opportunity to share some of my thoughts and experience on the topic, in brief.

1. Developing time management skills

We need to become aware of how we use our time as one resource in organizing, prioritizing, and succeeding in the context of competing activities in the field of business, profession, work place, society, family, etc. Effective Time Management needs practice of good tips in our life. Our goal should be to help ourselves.

2. Myths about time

  1. Time can be managed

  2. Longer or harder you work the more you accomplish

  3. If you want something done right, do it yourself

  4. You aren't supposed to enjoy work

  5. Doing the most in the least amount of time – makes u better

3. Importance of time

  1. Time is money. However, we can make money; but we can't make time or increase time of 24 hours a day available to all of us. An inch of gold cannot buy an inch of time.

  2. If we attend in Time, it is meaningful and also brings respect.

  3. If we wish to lead a satisfied life, we need to devote appropriate time on various activities, and why it is necessary is reflected in the following lines :

Take time to work, it is the price of success

Take time to think, it is the source of power

Take time to play, it is the source of youth

Take time to read, it is the source of wisdom

Take time to love, it is the privilege of God

Take time to serve, it is the purpose of life

Take time to laugh, it is the music of soul

4. Strategies on using time

  1. Effective utilisation of time: It is possible. Let us learn to utilise the available time to achieve personal as well as professional goals. Pareto principle: 20% of your time will produce 80% of your productive output. So let us properly manage at least that 20%?

  2. How do you spend your time each day: Peter Drucker said : "Make sure you know where your time goes." Make chart for last one week - how productively you spent your each hour.

  3. Daily/weekly planner : Don't depend on memory. Create a simple "To Do" list. Write down appointments, and meetings in an electronic/mobile phone or physical paper diary chronologically. First thing in the morning, check what's ahead for the day and always go to sleep knowing you're prepared for tomorrow. You may use a monthly chart so that you can plan ahead. Long-term planners will also serve as a reminder to constructively plan time for yourself.

  4. Prioritize your assignments : Set priorities for daily and weekly tasks. Better to get in the habit of beginning with the most difficult task. You'll be fresh, and have more energy to take them on when you are at your best. For more difficult courses of activity or task, try to be flexible: for example, build in reaction time when you can get feedback on assignments before they are due. See that your time is spent as per your priorities and to fulfil core responsibilities.

  5. Try to concentrate : Determine a place free from distraction. If necessary, cell phone or text messaging may be avoided so that you can maximize your concentration and be free of the distractions that friends or hobbies can bring! You should also have a back-up space that you can escape to, where you can be anonymous, if so required. A change of venue may also bring extra resources. Like, I used to go to a third place for writing of my book as I could not fully concentrate on the book in my normal office. So if all else fails, hide i.e. work from unusual place.

  6. Avoid too many Interruptions and unnecessary drop- ins : Unnecessary calls may be avoided if you have facility of having a Secretary. Try closing your door or arranging your office with a view to discourage unnecessary dropins.

  7. Prior appointment : Develop system of meeting people with prior appointment.

  8. Postpone unnecessary activities : Postpone tasks or routines that can be put off until your important task is finished. This can be the most difficult challenge of time management. Distracting activities will be more enjoyable later without the pressure of the urgent assignment, etc. hanging over our head. Think in terms of pride of accomplishment. Instead of saying "no" learn to say "later".

  9. Learn to say no : Realise that you can't please everyone. So we need to learn to say no, politely expressing our inability in attending some less important programmes or activities.

  10. Keep deadline in mind : It is admirable to be a perfectionist but don't be so at the cost of deadline. So sometime you need to say : Let it go.

  11. Resist the temptation to do small, insignificant tasks first.

  12.  Delegate and outsource what you can : Delegation begins with a deep sense of the value of your own time. Delegating the more routine or predictable part of one's job is only the first step. Delegation is not abdication. Some degree of monitoring and control needs to be maintained. Do not spend time on a work that can be done, by your sub-ordinate. Delegation saves your time and develops sub-ordinates. It improves results by making fuller use of resources. It also implies transferring initiative and authority to another. Delegation is a great motivator. It enriches jobs, improves performance and raises the morale of colleagues / staff.

  13. Information : Gather relevant and complete information before any meeting.

  14. Avoid management by crisis : Avoid management by crisis or fire fighting. Better plan in advance and execute well in time.

  15. New technology : Adopt new technology and get rid of traditional methods of working.

  16. Get better organized : Our work place need to be properly organized to ensure that deadlines are not missed, opportunities are not overlooked, time and money is not wasted, paperwork does not pile up, clients/customers are not lost due to poor service or delay.

  17. Identify resources which might help you.

  18.  How to handle meetings : Make sure it's a working meeting. Don't attend unless there is a set agenda. Ponder : Can the problem be solved or decision reached without a meeting? Ensure that the meeting starts well in time. It is better to ensure that the meeting has a set ending time.

  19. Handling communications and papers to save time : Whenever you go through any communication, examine whether it require action on your part. Does that paper or information already exist elsewhere. Please see whether it is irrelevant or outdated. Ask : Will I really require to use it again? Are there tax or legal implications, if the paper is destroyed? What's the worst thing that could happen if I don't have this paper/info? Does anyone else need this info? – If yes, better send to him.

  20. E-mails : Better Check Email only twice or thrice a day, unless necessary in a given case. Filter and take action, if necessary. Don't print out messages. Better follow the Concept of Green office. Weed out or delete, what is not to be preserved. One major exception: addresses/contact nos.

5. Procrastination or avoiding doing certain jobs

  1. It is world's number one time waster. Banish it from your life. There is no time like "present" to do any work. Let us ask ourselves : why am I putting this off? If there is no valid reason. Better do it.

  2. Do not confuse "reason" with "excuse".

  3. Why do we procrastinate :

  1. Don't know where to start from

  2. To avoid an unpleasant task

  3. Lack of confidence : We're afraid to fail

  4. Waiting for more information

  5. One may think: if you put it off, someone else will do it

  6. You're over-committed

  1. How to overcome procrastination :

  1. SWAP the jobs

  2. Realise : you do not work well under pressure

  3. List the things you have been avoiding

  4. Prioritize them

  1. Get yourself started. Try to do at least one of them each day until you catch up. The Chinese adage of the longest journey starting with a single step has a couple of meanings: First, you launch the project! Second, by starting, you may realize that there are some things you have not planned for in your process. Details of an assignment are not always evident until you begin the assignment. Another adage is that "perfection is the enemy of good", especially when it prevents you from starting! Given that you build in review, roughly draft your idea and get going! You will have time to edit and develop later. What is a first step you can identify for an assignment to get yourself started?

7. To conclude

Yesterday is a "cancelled cheque", Tomorrow is a "promisory note", Today is "ready cash". So, let's use our time in best possible manner. When feasible, delegate. Do not postpone work. Identify time waster(s) and resolve to eliminate them. Add time for relaxation and recreation in your schedule.

Right of Children to Free and Compulsory Education (RTE) Act, 2009

Revamp of Primary Education 
Revamp of Primary Education : Education reforms are a continuous process and the Government seeks to carry them forward through expansion, inclusion and rapid improvement in quality through institutional and policy reforms and by enhancing public spending.
In the realm of elementary education, the Right of Children to Free and Compulsory Education (RTE) Act, 2009 which has become operative with effect from 1st April, 2010 lays special focus on improving the quality of education. Further, the Government has issued an Advisory to State Governments on the implementation of section 29 of the RTE Act for initiating curriculum reform, including,
(i) formulating age-appropriate curricula and syllabi in keeping with the National Curriculum Framework (NCF) -2005,
(ii) maintaining subject balance,
(iii) initiating textbook content and production reform,
(iv) ensuring continuous and comprehensive assessment for learning.
The Central Board of Secondary Education has introduced the scheme of Continuous and Comprehensive Evaluation (CCE) in its schools in a phased manner for the improvement of quality in the schools affiliated to it. The Board has also made the Class X Board Examination optional for the students studying in Senior Secondary Schools and who do not wish to move out of the CBSE system after Class X.

Student-Teacher Ratio
The Right of Children to Free and Compulsory Education (RTE) Act, 2009 has become operative with effect from 1st April, 2010, and the Sarva Shiksha Abhiyan (SSA) norms have been revised to conform to the Student-Teacher Ratio (STR) prescribed in the Schedule to the RTE Act. The revised norms are as under:
For classes I to V:
(i) Two teachers for up to sixty admitted children
(ii) Three teachers for 61-90 children
(iii) Four teachers for 91-120 children
(iv) Five teachers for 121-200 children
(v) One Head Teacher, other than the five teachers, if the number of admitted children exceeds 150; and the STR (excluding Head Teacher) shall not exceed forty if the number of admitted children is above 200.
For Classes VI to VIII:
(i) At least one teacher per class so that there will be at least one teacher each for (a) Science and Mathematics; (b) Social Studies; and (c) Languages.
(ii) At least one teacher for every 35 children;
(iii) Where admission of children is above 100, there whill be (a) a full time head-teacher and (b) part time instructors for Art Education, Health & Physical Education and Work Education.
 To improve the STR, 19.82 lakh teacher posts have been sanctioned up to 2012-13, against which 12.48 lakh teachers have been recruited till 30.09.2012 by the States/UTs. The States/UTs have been advised to fill up these teacher posts along with teacher vacancies under the State sector. They have also been advised to rationalize the deployment of teachers in order to make the schools RTE complaint.

The important things in life

A philosophy professor stood before his class with some items on the table in front of him. When the class began, wordlessly he picked up a very large and empty mayonnaise jar and proceeded to fill it with rocks, about 2 inches in diameter.

He then asked the students if the jar was full. They agreed that it was.

So the professor then picked up a box of pebbles and poured them into the jar. He shook the jar lightly. The pebbles, of course, rolled into the open areas between the rocks.

He then asked the students again if the jar was full. They agreed it was.

The professor picked up a box of sand and poured it into the jar. Of course, the sand filled up everything else.
He then asked once more if the jar was full. The students responded with a unanimous "Yes."

"Now," said the professor, "I want you to recognize that this jar represents your life. The rocks are the important things – your family, your partner, your health, your children – things that if everything else was lost and only they remained, your life would still be full.

The pebbles are the other things that matter – like your job, your house, your car.

The sand is everything else. The small stuff."

"If you put the sand into the jar first," he continued "there is no room for the pebbles or the rocks. The same goes for your life.

If you spend all your time and energy on the small stuff, you will never have room for the things that are important to you. Pay attention to the things that are critical to your happiness. Play with your children. Take your partner out dancing. There will always be time to go to work, clean the house, give a dinner party and fix the disposal.

Take care of the rocks first – the things that really matter. Set your priorities. The rest is just sand."

 dated September 03, 2012 regarding 'Standardisation and Enhancement of Security Features in Cheque Forms'.
As per the said guidelines, banks have been advised to issue only 'CTS 2010' standard multicity/Payable at Par cheques to their account holders. Effective December 31st, 2012 usage of non 'CTS 2010' standard cheques would not be applicable with regard to your investments with us.

శుభవార్త.కొండలరావు గారి తెలుగు-ఉర్దూ నిఘంటువు పునర్ముద్రణకు మండలి బుద్ధప్రసాద్ గారు అంగీకరించారు.
ఐ.కొండలరావు గారి 1300 పేజీల తెలుగు-ఉర్దూ నిఘంటువు (1938) ను గీటురాయి ఎడిటర్ ఎస్.ఎం.మలిక్ గారు (9848229218) తన లైబ్రరీలోనుండి తీసి పునర్ముద్రణకోసం ఇచ్చారు.హుసేన్(9985394757) రసూల్ (9059956811) బృందం డీటీపీ పని మొదలుబెట్టింది.ఈ మధ్య ప్రభుత్వం విడుదలచేసిన 18 రకాల తెలుగు యూనీకోడు ఫాంట్లలోనే ఈ నిఘంటువు తయారౌతుంది.

తెలుగు భాష అభివృద్ధి కోసం నిరంతరం పరితపించే నాయకునిగా తమరికున్న పేరు అందరికీ తెలిసిందే గనుక భాషాభివృద్ధి కోసం ఏం చెయ్యాలో మరొకరు మీకు చెప్పవలసిన పనిలేదు.అయినా ప్రపంచ తెలుగు మహా సభల సందర్భంగా నామదిలో మెదిలిన కోరికలను  పరిశీలనార్ధమై తమ దృష్టికి తీసుకు వస్తున్నాను.
1. మన రాష్ట్రంలో తెలుగు మొదటి అధికార భాష కాగా ఉర్దూ రెండవ అధికార భాష. ఈ రెండు భాషల ప్రజల మధ్య వారివారి భాషా పదాల పరిచయం, అవ గాహన, మరింత పెరగటానికి నిఘంటువులు ఎంతగానో తోడ్పడతాయి.ఉర్దూ- తెలుగు నిఘంటువు, ఉర్దూ-తెలుగు జాతీయాలు, తెలుగు-ఉర్దూ సామెతలు లాంటి పుస్తకాలు ఎక్కడా అమ్మకానికి దొరకడం లేదు.ముద్రించాల్సిన అవసరం ఉంది.1938-మొదటి ఉర్దూ - తెలుగు నిఘంటువు 1938లో వరంగల్ ఉస్మానియా కాలేజిలో అరబిక్ మాజీ ప్రొఫెసర్ శ్రీ ఐ.కొండలరావు సంకలనపరచి ప్రచురించారు.మొత్తం 857 పేజీల పుస్తకం.పునర్ముద్రణ చేయాటానికి అంగీకరించిన తెలుగు అధికార భాషా సంఘం అధ్యక్షుడు ప్రసాద్ గారికి దీనిని 6.10.2008 న అందజేశాను.2009 ఏప్రిల్ 25 తేదీన ఉర్దూ తెలుగు నిఘంటువు పునర్ముద్రించి అధికార భాషా సంఘం అధ్యక్షుడు ఏబికెప్రసాద్ గారు విడుదల చేశారు.ఇప్పుడు ముషాయిరాల కంటే ముఖ్యమైన తెలుగు-ఉర్దూ నిఘంటువు కావాలి. కొండలరావు గారిదే తెలుగు-ఉర్దూ నిఘంటువు ఉందని సామల సదాశివ గారు నాతో చెప్పారు.1300 పేజీల ఈ నిఘంటువు తన దగ్గర కూడా ఉందనీ,పునర్ముద్రణకోసం ఇస్తానని ఖుతుబుద్దీన్ (ఫోన్.9703771012) గారు చెప్పారు. 1906 లో తిమ్మారెడ్డి గారు రాసిన  తెలుగు-తెలుగు-ఉర్దూ శబ్దార్ధచింతామణి 213 పేజీలుంది.మొత్తం తెలుగు లిపిలోనే ఉంది. http://archive.org/details/sabdarthacintama00unknsher.ఏదో ఒక సంస్థ ద్వారా  చిన్ని పుస్తకాన్ని ముద్రింపజేస్తే బాగుంటుంది.
2. నాగార్జున వెన్న , కొలిచాల సురేశ్ లాంటివారు  http://eemaata.com/font2unicode/index.php5 లతో తెలుగుకు అద్భుతమైన సేవ చేశారు.వెన్న నాగార్జున గారు (vnagarjuna@gmail.com) యూనికోడేతర ఫాంట్లన్నిటినీ యూనీకోడ్‌కి మార్చేలాగా పద్మ ఫాంటు మారక ఉపకరణం తయారుచేశారు. పద్మ అన్ని భారతీయ భాషల్లోనూ కలిపి దాదాపు 80 ఫాంట్లను యూనీకోడ్‌కి మార్చగల సామర్ధ్యానికి ఎదిగింది.http://padma.mozdev.org/. కొన్ని అను ఫాంట్ల సమస్య కొలిచాల సురేశ్‌ (suresh.kolichala@gmail.com) గారివల్ల తీరింది. 2009లో అను నుండి యూనికోడ్‌ లోకి మార్చే ఒక మారకానికి anurahamthulla version అని నా పేరు కూడా పెట్టారు. శ్రీకృష్ణదేవరాయ,పెద్దన,తిమ్మన,తెనాలిరామకృష్ణ,సూరన్న,రామరాజ,మల్లన్న,ధూర్జటి,రామభద్ర,గిడుగు,గురజాడ,సురవరం, యన్.టి.ఆర్.,మండలి,నాట్స్, పొన్నాల,రవిప్రకాష్,లక్కిరెడ్డి అనే 18 అక్షరరూపాలను విడుదల చేశారు.సంతోషం . కానీ ఇప్పటికే అనూ ,సూరి,లాంటి యూనీ కోడేతర ఫాంట్లలో ముద్రితమై ఉన్న విస్తారమైన తెలుగు సాహిత్యాన్ని తెలుగు యూనీకోడు లోకి మార్చే మార్పిడి సాధనాలు కావాలి. తర్జుమా పరికరాల తయారీ ప్రారంభదశలో ఉంది గనుక కొన్ని తప్పులు వస్తున్నాయి.అనువాద ఉపకరణాలు, నిఘంటువులు, లెక్కకు మిక్కిలిగా రావాలి. ఆన్‌లైన్‌లోనూ ఆఫ్‌లైన్‌లోనూ వాటిని విరివిగా లెక్సికన్లు వాడుకునే సౌలభ్యాలు కలగాలి. వాటిని తయారు చేసే సాంకేతిక నిపుణులకు నిధులు ఇవ్వాలి , ప్రతి యేటా తెలుగు వైతాళికుల పేరు మీద ప్రోత్సాహక బహుమతులు ఇవ్వాలి.
3. తెలుగు మీడియంలో కంప్యూటర్‌ చదువులు కూడా రావాలి. అలా చదివిన డిగ్రీ విద్యార్థులకు పోటీ పరీక్షల్లో ప్రోత్సాహకాలు ప్రకటిస్తే తెలుగు చాలాకాలం బ్రతుకుతుంది.యంత్రానువాదాలకూ, లిప్యంతరీకరణకూ, విషయాలకు ఆకారాది సూచికలను తయారు చేయటానికీ, వెతకటానికి అనుకూలంగా తెలుగులో కంప్యూటర్‌ వాడకం పెరగాలి. గ్రూప్‌ 1, గ్రూప్‌ 2 సర్వీసు ఉద్యోగాలలో డిగ్రీ తెలుగు మీడియంలో చదివిన వారికి గతంలో ఇచ్చిన మాదిరే 5% ప్రోత్సాహక మార్కులు ఇస్తే, తెలుగులో కార్యాలయ వ్యవహారాలు నడిపే వాళ్ళు రంగప్రవేశం చేస్తారు. కొంతవరకైనా ఆఫీసుల్లో తెలుగు బ్రతుకుతుంది. తెలుగు విూడియంలో చదివితే ఉద్యోగా లొస్తాయన్న ఆశతో కొంత మందైనా తెలుగులో చదువుతారు. తెలుగులో చదివిన అధికారులు కార్యాలయాల్లో జరిగే పనులన్నిటికీ ''కొత్తపదాలు'' పుట్టిస్తారు. తెలుగు పదకోశాలు అమలవుతాయి. పరిపాలనకు పనికొచ్చే శాస్త్రీయ తెలుగు తయారవుతుంది. అధికార భాషగా తెలుగును అమలు చేయాలనే పట్టుదల, ఆకాంక్ష ఉంటే తెలుగు మాధ్యమంలో చదివిన విద్యార్థుల్ని ప్రోత్సహించి అధికారులుగా చేయాలి.
4 . సజీవ వాహిని నిర్వాహకులు తెలుగు భాషలో గొప్ప సాంకేతిక పరిజ్ఞానాన్ని వినియోగించి పరిశుద్ధ గ్రంథాన్ని ఎవరికి వారే వెతుక్కునేలా మంచి వెబ్‌సైట్‌ రూపొందించారు.తెలుగు భగవద్గీతకు గానీ, తెలుగు కేతలిక్‌ బైబిల్‌కు గానీ, తెలుగు ఖురాన్‌కు గానీ ఇప్పటి వరకు ఇలాంటి సదుపాయం లేదు.http://sajeevavahini.com/telugubible అందరూ చూడదగినది. ఇలాంటి సాఫ్ట్‌వేర్‌ మిగతా తెలుగు పుస్తకాలకు కూడా లభించేలా కృషి చేస్తే విషయాల పరిశీలన సులభం అవుతుంది. తెలుగు భాష శక్తివంతం కావాలంటే తెలుగులో వెలువడిన అనేక ముఖ్య గ్రంథాలకు ఇలాంటి సాఫ్ట్‌వేర్‌ ఎంతో అవసరం. కాలంతో పాటు మనం కూడా మారాలి. తెలుగులో తయారైన పి.డి.యఫ్‌. ఫైలును కూడా నేరుగా యూనీకోడ్‌ లోకి మార్చగలిగే స్థాయి రావాలి.
5 . రాష్ట్ర అధికార బాషా సంఘం మాజీ  అధ్యక్షుడు ఏబికె ప్రసాద్‌గారు ప్రభుత్వానికి కొన్ని మంచి సిఫారుసులు చేసారు. (ఈనాడు: 19-5-2005).అందులో ఈనాటికీ అమలు కానివి: 1) తెలుగు మీడియంలో చదివిన వారికి మాత్రమే ప్రభుత్వ ఉద్యోగాల్లో ప్రాధాన్యం ఇవ్వాలి. 2) ప్రైవేటు, కార్పోరేట్‌ పాఠశాలల్లో కూడా అన్ని స్థాయిల్లో పదో తరగతి వరకు తెలుగు మీడియం ఉండాలి. 3) వ్యాపార సంస్థలు, దుకాణాలన్నీ తెలుగులో బోర్డులు ఏర్పాటు చేయకపోతే వాటి లైసెన్సులు రద్దు చేసే అధికారం కన్నడ అధికార భాషా సంఘానికి ఉన్నట్లుగా, తెలుగు అధికార భాషా సంఘానికి కూడా ఉండాలి.4 ) తమిళనాడులో తెలుగు మాట్లాడే వాళ్ళు రెండవ స్థానంలో ఉన్నందున ఆ రాష్ట్రంలో తెలుగును రెండవ అధికార భాషగా ప్రకటించాలి. 5 ) రాజ్యాంగంతో సహా కేంద్ర, రాష్ట్ర ప్రభుత్వాల చట్టాలను వాడుక బాషలోకి తేవాలి. 6 ) ఎనిమిదో షెడ్యూల్డ్‌లో పేర్కొన్న బాషలన్నిటినీ అప్పటికప్పుడు తర్జుమా చేసే విధంగా పార్లమెంటులో ఏర్పాటు చేయాలి.  7 ) స్థానిక న్యాయస్థానంలో తీర్పులు అధికార భాషలో ఉండేలా చర్యలు తీసుకోవాలి.  8 ) మండల స్థాయి నుండి సచివాలయం వరకు అధికార భాషను అమలు చెయ్యని అధికారులపై చర్యలు తీసుకునే అధికారం అధికార భాషా సంఘానికి ఇవ్వాలి.ప్రపంచ తెలుగు మహా సభలలో ఈ డిమాండ్లను పునరుద్ఘాటించాలి.
 
6. తెలుగు భాషా రక్షణ అభివృద్ధికై మంత్రిత్వ శాఖను ఏర్పాటు చేయాలి. తెలుగులో ఉత్తర ప్రత్యుత్తరాలు రాయగల ఐ.ఎ.యస్‌. ఐ.పి.యస్‌ అధికారుల్ని, గవర్నర్లును మాత్రమే మన రాష్ట్రంలో నియమించేలా కేంద్రాన్ని కోరాలి.తెలుగు విశ్వవిద్యాలయం, అధికార భాషా సంఘం, తెలుగు అకాడవిూ, అన్ని విశ్వవిద్యాలయాల్లోని తెలుగు విభాగాలు కలసికట్టుగా కృషిచేసి ఏయేటికాయేడు అవి తెలుగు భాషాభివృద్ధి కోసం ఏంచేశాయో, ఏం సాధించాయో ప్రగతి నివేదికలను తెలుగు ప్రజలకు బయటపెట్టాలి. ఈ సంస్థలన్నీ ప్రజల నుండి సూచనలు తీసుకోవాలి. పరిపాలక గ్రంథాలు అంటే కోడ్లు, మాన్యువల్‌లు, లాంటివన్నీ తెలుగులో ప్రచురించి అన్ని కార్యాలయాలకు పంపాలి. సర్వీస్‌కవిూషన్‌ పోటీ పరీక్షలు, శాఖాపరమైన పరీక్షలు తెలుగులో నిర్వహించాలి. కూడిక, తీసివేత లాంటి తెలుగు పదాలకు బదులు సంకలనం, వ్యవకలనం లాంటి సంస్కృత పదాలను వాడి తెలుగు మీడియం అంటే పిల్లలు భయపడేలా చేశారు. పిల్లల పుస్తకాలు వాడుక తెలుగుతో చెయ్యాలి. .కేవలం తెలుగు మీడియంలో మాత్రమే చదివిన వాడికి ఇంగ్లీషురాక పోయినా ఎటువంటి శాస్త్ర సాంకేతిక రంగంలో నయినా ఉద్యోగం గ్యారంటీగా వస్తుందనే వాతావరణం కల్పించాలి. అంటే ఇంగ్లీషు రాకపోయినా కలెక్టరు , డాక్టరు , ఇంజనీరు కాగలిగే విధంగా మన విద్యా వ్యవస్థ మారాలి! అప్పుడు జనం తండోపతండాలుగా తెలుగులో చదువుతారు.
 
7 . తెలుగు జాతికి గుర్తింపు, మనలో ఎన్నో కులాలు మతాలు ఉన్నాయి. అవి మనల్ని విడదీస్తున్నాయి. ఈ భాష మనల్ని కలుపుతుంది. ఈ భాష మాట్టాడేవాళ్ళ సంఖ్యనుబట్టి, జనబలాన్ని బట్టి పార్లమెంటులో మన గౌరవం మనకు దక్కుతుంది. హిందీతో పాటు తెలుగును కూడా ఇతర భాషలవాళ్ళు నేర్చుకోవాల్సి వస్తుంది.పార్లమెంటులో హిందీ వాళ్ళలాగా మనం కూడా తెలుగులో మాట్లాడవచ్చు. కేంద్ర ప్రభుత్వం జారీచేసే ఉత్తర్వులన్నీ తెలుగులో పొందవచ్చు. కేంద్రంతో ఉత్తర ప్రత్యుత్తరా లన్నీ తెలుగులో నడుపవచ్చు. చట్టాలన్నీ తెలుగులోకి మార్చబడతాయి. తెలుగులో తీర్పులొస్తాయి. తెలుగులో ఇచ్చే అర్జీలు ఢిల్లీలో కూడా చెల్లుతాయి. ఇతర రాష్ల్రాల్లో ఉన్న తెలుగువారికి కొండంత అండ, గౌరవం హిందీ వాళ్ళతో  పాటు సమానంగా లభిస్తాయి. దేశవ్యాప్తంగా కేంద్ర ప్రభుత్వ కార్యాలయాలు, రైల్వేస్టేషన్లలో బోర్డుల విూద తెలుగులో కూడా పేర్లు రాస్తారు. ఈ రోజున హిందీ భాష వల్ల హిందీ వాళ్ళకు ఏయే ప్రయోజనాలు ఒనగూడాయో అవన్నీ తెలుగు వాళ్ళు పొందవచ్చు.ప్రపంచ తెలుగు మహా సభల్లో తెలుగును జాతీయ భాషగా ప్రకటించాలని తీర్మానం చెయ్యాలి.  
8 . ఏ జాతి సమస్త వ్యవహారాలు ఆ జాతి మాతృ భాషలోనే జరుగుతాయో ఆ జాతి సుఖపడుతుంది.  అది ఎప్పటికీ విజేతగానే ఉంటుంది. మన రాష్ట్రంలో తెలుగు మాతృభాషగల 'తెలుగు ముస్లిములు' లక్షలలో వున్నారు. నిత్యం ఉర్దూ మాట్లాడే ముస్లింలలో కూడా పలువురికి ఉర్దూ చదవడం, రాయడం రాదు. వీరంతా తెలుగులోనే రాతకోతలు సాగిస్తుంటారు. ఉర్దూ రాని ముస్లింలకు కూడ వివాహ ధృవీకరణ (నిఖానామా) పత్రాలను ఉర్దూలోనే జారీ చేస్తున్నారు. తెలుగు ముస్లిముల సౌలభ్యం కోసం ఖాజీలు తెలుగులోనే నిఖా ప్రసంగాలు చేస్తున్నారు. ఖురాన్‌, హదీస్‌వంటి మూల గ్రంథాలన్నిటిని తెలుగులో ముద్రించారు. అలాగే వివాహ ధృవీకరణ పత్రాలను కూడ తెలుగులో ముద్రించి ఇస్తే తెలుగులోనే పూరించి ఇస్తామని ఖాజీలు అంటున్నారు. కాబట్టి వక్ఫ్‌బోర్డు వివాహ ద్రువపత్రాలను తెలుగు భాషలో కూడా ప్రచురించాలి.
9 . ఏదైనా ఒక భాష దేవ భాష లేదా దేవతా భాష అనే అభిప్రాయం కలిగితే ఆ భాషను ఎంతో గౌరవిస్తారు. పూజ్య భావంతో మొక్కుతారు, సాగిల పడతారు. అందుకే తెలుగు భాషామతల్లిని మన పెద్దలు తెలుగుతల్లి అనే దేవతగా భావించి విగ్రహాలు ఏర్పాటు చేశారు. ''మా తెలుగు తల్లికి మల్లెపూదండ ` మా కన్న తల్లికీ మంగళారతులు'' అంటూ అడపాదడపా పూజలూ జరిపిస్తున్నారు. మనిషికి జడవని వారు కొందరు దేవుడికి భయపడతారు. దేవుడి భాష పట్ల శ్రద్ధా భక్తులు కనబరుస్తారు. తమిళనాడు గుడుల్లో తమిళ మంత్రాలు,ప్రార్థనలు కూడా చదవొచ్చు,కులం వ్యక్తి అయినా అర్చకుడు కావచ్చు.తెలుగు మంత్రాలు,ప్రార్ధనలూ మన రాష్ట్రంలో కూడా రావాలి. " తెలుగు దేవభాషే" , LONG LIVE CLASSICAL DIVINE TELUGU  అంటూ  ప్రపంచ తెలుగు మహాసభలు చాటిచెప్పాలి.
10 . తెలుగు జాతీయలూ, నుడికారాలూ, పదబంధాలూ కూర్చిన నిఘంటువుల అవసరం ఉంది . ప్రపంచతెలుగుమహాసభలసందర్భంగా ఇలాంటి నిఘంటువులన్నీ కలిపి ఒకపెద్ద నిఘంటువును ప్రచురిస్తే బాగుంటుంది.    http://archive.org/details/padabhamdhaparij021997mbp
 ప్రాచీన భాషా పీఠం నిధులతో మహా నిఘంటువు, జాతీయాలు, సామెతలు, జానపదగీతాలు, పాత చిత్రాలలోని పాటలు మొదలైన సాహిత్య గ్రంథాలు ముద్రించాలి.1975 లో  లకంసాని చక్రధరరావు, ఆంధ్రా యూనివర్శిటీ ప్రొఫెసర్‌ సంపాదకత్వంలో ''తెలుగు వ్యుత్పత్తి కోశం'' పేరుతో తెలుగు నుండి తెలుగు నిఘంటువు 1,08,330 పదాలతో 8 సంపుటాలుగా వెలువడినది.ఈ సంపుటాలను ఆన్‌లైన్‌లో పెడితే బాగుంటుంది.ఎన్ని ఎక్కువ తెలుగు నిఘంటువులు నెట్‌లో చేరితే తెలుగు అంతగా బలపడుతుంది. కాగితం, కలం రోజులు పోయాయి. ఆధునిక అవసరాలకు ధీటుగా తెలుగు భాష తయారు కావాలి. ఇంగ్లీషులో ఉన్న సౌలభ్యాలన్నీ తెలుగుకూ కల్పించాలి. పదాల శుద్ధి`యంత్రం, గుణింత, వ్యాకరణ పరిష్కారయంత్రం, సాంకేతిక నిఘంటువులు, మాండలిక నిఘంటువులు, డిజిటల్‌నిఘంటువులు, అమరకోశాలు, పదశోధనా యంత్రాలు, ఉచ్ఛారణ ` పద ప్రయోగ నిఘంటువులు, వ్యుత్పత్తి కోశాలు, లిపిబోధినిలు, సాహిత్య శోధనా పరికరాలు, పదాను క్రమణికలు... ఇలా ఎన్నో రావాల్సిన అవసరం ఉంది. ఆన్‌లైన్‌లోనే నిఘంటువులకు కొత్త పదాలను జోడిరచే అవకాశం అందరికీ ఇవ్వాలి. ఏయే ప్రాంతాల్లో ఏ పదాన్ని ఎందుకు, ఎలా వాడుతుంటారో ఆయా ప్రాంతాల ప్రజలనే చెప్పనివ్వాలి. సరిగా ఉన్నట్లు భావించిన కొత్త పదాలను ఎప్పటికప్పుడు నిఘంటువుల్లో చేరుస్తూ పోవాలి. మన నిఘంటువుల సైజు పెరగాలి. అవి జన బాహుళ్యానికి వాడకంలోకి విస్తారంగా వస్తూనే ఉండాలి.

Programme and Advertising Codes
prescribed under the Cable Television Network Rules, 1994
(Rule 6 and Rule 7)

Rule- 6. Programme Code – (1) No programme should be carried in the cable
service which:-

(a) Offends against good taste or decency;
(b) Contains criticism of friendly countries;
(c) Contains attack on religions or communities or visuals or words
contemptuous of religious groups or which promote communal attitudes;
(d) Contains anything obscene, defamatory, deliberate, false and suggestive
innuendos and half truths;
(e) is likely to encourage or incite violence or contains anything against maintenance of law and order or which promote anti-national attitudes;
(f) Contains anything amounting to contempt of court;
(g) Contains aspersions against the integrity of the President and Judiciary;
(h) Contains anything affecting the integrity of the Nation;
(i) Criticises, maligns or slanders any individual in person or certain groups,
segments of social, public and moral life of the country ;
(j) Encourages superstition or blind belief;
(k) Denigrates women through the depiction in any manner of the figure of a women, her form or body or any part thereof in such a way as to have the effect of being indecent, or derogatory to women, or is likely to deprave, corrupt or injure the public morality or morals;
(l) Denigrates children;
(m) Contains visuals or words which reflect a slandering, ironical and snobbish
attitude in the portrayal of certain ethnic, linguistic and regional groups ; (n) Contravenes the provisions of the Cinematograph Act, 1952.
(o) is not suitable for unrestricted public exhibition.
"Provided that no film or film song or film promo or film trailer or music video or music albums or their promos, whether produced in India or abroad, shall be carried through cable service unless it has been certified by the Central Board of Film Certification (CBFC) as suitable for unrestricted public exhibition in India".
Explanation – For the purpose of this clause, the expression "unrestricted public exhibition" shall have the same meaning as assigned to it in the Cinematograph Act, 1952 (37 of 1952);
(2) The cable operator should strive to carry programmes in his cable service which project women in a positive, leadership role of sobriety, moral and character building qualities.
(3) No cable operator shall carry or include in his cable service any programme in respect of which copyright subsists under the Copyright Act, 1957 (14 of 1957) unless he has been granted a licence by owners of copyright under the Act in respect of such programme.
(4) Care should be taken to ensure that programmes meant for children do not contain any bad language or explicit scenes of violence.
(5) Programmes unsuitable for children must not be carried in the cable service at times when the largest numbers of children are viewing.
(6) No cable operator shall carry or include in his cable service any television broadcast or channel, which has not been registered by the Central Government for being viewed within the territory of India".

Rule-7. Advertising Code - (1) Advertising carried in the cable service shall be so designed as to conform to the laws of the country and should not offend morality, decency and religious susceptibilities of the subscribers.

(2) No advertisement shall be permitted which-
(i) derides any race, caste, colour, creed and nationality;
(ii) is against any provision of the Constitution of India.
(iii) tends to incite people to crime, cause disorder or violence or breach of law or glorifies violence or obscenity in any way ;
(iv) presents criminality as desirable;
(v) exploits the national emblem, or any part of the Constitution or the person or personality of a national leader or a State dignitary;
(vi) in its depiction of women violates the constitutional guarantees to all citizens. In particular, no advertisement shall be permitted which projects a derogatory image of women. Women must not be portrayed in a manner that emphasises passive, submissive qualities and encourages them to play a subordinate, secondary role in the family and society. The cable operator shall ensure that the portrayal of the female form, in the programmes carried in his cable service, is tasteful and aesthetic, and is within the well established norms of good taste and decency;
(vii) exploits social evils like dowry, child marriage.
(viii) promotes directly or indirectly production, sale or consumption of-
(A) cigarettes,tobaccoproducts,wine,alcohol,liquororotherintoxicants;
provided that a product that uses a brand name or logo, which is also used for cigarettes, tobacco products, wine, alcohol, liquor or other intoxicants, may be advertised on cable service subject to the following conditions that:-
(i) the story board or visual of the advertisement must depict only the product being advertised and not the prohibited products in any form or manner;
(ii) the advertisement must not make any direct or indirect reference to the prohibited products;
(iii) the advertisement must not contain any nuances or phrases promoting prohibited products;
(iv) the advertisement must not use particular colours and layout or presentations associated with prohibited products;
(v) the advertisement must not use situations typical for promotion of prohibited products when advertising the other products;
Provided further that-
(i) the advertiser shall submit an application with a copy of the proposed advertisement along with a certificate by a registered Chartered Accountant that the product carrying the same name as cigarettes, tobacco products, wine, alcohol, liquor or other intoxicants is distributed in reasonable quantity and is available in substantial number of outlets where other products of the same category are available and the proposed expenditure on such advertising thereon shall not be disproportionate to the actual sales turnover of the product.

(ii) All such advertisements found to be genuine brand extensions by the Ministry of Information and Broadcasting shall be previewed and certified by the Central Board of Film Certification as suitable for unrestricted public exhibition and are in accordance with the provisions contained in sub-clause (i) to (v) of the first proviso, prior to their telecast or transmission or retransmission.

(B) infant milk substitutes, feeding bottle or infant food.

(3) No advertisement shall be permitted, the objects whereof, are wholly or mainly of a religious or political nature; advertisements must not be directed towards any religious or political end.

(3A) No advertisement shall contain references which hurt religious sentiments.

(4) The goods or services advertised shall not suffer from any defect or deficiency as mentioned in Consumer Protection Act, 1986.

(5) No advertisement shall contain references which are likely to lead the public to infer that the product advertised or any of its ingredients has some special or miraculous or super- natural property or quality, which is difficult of being proved.

(6) The picture and the audible matter of the advertisement shall not be excessively 'loud;

(7) No advertisement which endangers the safety of children or creates in them any interest in unhealthy practices or shows them begging or in an undignified or indecent manner shall not be carried in the cable service.

(8) Indecent, vulgar, suggestive, repulsive or offensive themes or treatment shall be avoided in all advertisements.

(9) No advertisement which violates the Code for self-regulation in advertising, as adopted by the Advertising Standard Council of India (ASCI), Mumbai, for public exhibition in India, from time to time, shall be carried in the cable service.

(10) All advertisement should be clearly distinguishable from the programme and should not in any manner interfere with the programme viz., use of lower part of screen to carry captions, static or moving alongside the programme.

(11) No programme shall carry advertisements exceeding twelve minutes per hours, which may include up to ten minutes per hour of commercial advertisements, and up to two minutes per hour of the channel's self-promotional programmes.

Session on civil services in kakinada by ITCSA - a great success


Dear friends,

The awareness session on civil services and State services held on 28/11 in Kakinada was a great success. (It was facilitated by ITCSA and organised by East Godavari district social welfare dept. and Samatha Seva Samithi, a voluntary orgn.) 

About 250-300 students attended the event held in 'Vidhana Gouthami' hall in Collectorate campus. Myself, Sri Babu, Joint collector, Sri Gandham Chandrudu,  sub-collector, Rampachodavaram, Smt. Sweta Mohanty, Asst. collector, Sri Nehru, RDO, Kakinada, Sri sampath, RDO, Amalapuram etc. shared our experiences on civils and group exams with students who are mostly graduates. 

While aspirants in Hyderabad etc. have enough opportunities for guidance in the form of coaching centres etc., I strongly feel we have to focus on students in their 10th Std./ Intermediate/graduation to give them necessary ORIENTATION so that they can easily take on competitive exams by the time they finish their degree.

Awareness session on civil services in kakinada on 28/11/12


Dear friends,

 ITCSA is organising an awareness session on civil services in Kakinada on 28/11/12 @ 4 pm onwards in Vidhana Gautami Hall, Collectorate campus, Kakinada. 

Local RDO, Sri Nehru and the District Social Welfare dept. is co-ordinating the event. The District Collector, Smt. Neetu Prasad will be the chief guest.

I already invited some of the recently joined officers working there to make it to the session.
