Is it right to give English an advantage in the new IAS exams?

Which language should candidates be allowed to take the IAS and IPS exams? Only in English and Hindi or also in their mother tongue and other languages. A new expert commitee of the UPSC has recommended that the civil services examinations be taken only in English and Hindi.
